The logo image shrinks proportionally to fit in a header height of 90px on mobile devices.

If it’s the built-in Internet Explorer version 6 (or even 7), then these are no longer supported, are terribly insecure and broken and you should never touch them again.

It is only still available to not break compatibility with older sites using it. Features added since 2.0 are not compatible with this size mode.

That would be a good idea, but WordPress doesn’t currently have a way of separately identifying menu items that have submenus for us to use in styling.
