How can i add the .po and .mo files to the theme
i need to translate my site to persian and mantra has the MO & PO files for me but i dont knoe how can i use them

You should read this first to document yourself about translations and stuff.

Mantra already includes a Persian translation, albeit a tad older… you could use that as a basis for your translation.
