Change Hover Opacity on Featured Blocks

    On Septera Plus Featured Boxes, the image opacity changes to nearly block out the image itself with a color layover when the cursor hovers over the image. A right arrow also appears. I want to decrease the opacity of the color layover so most of the image is clearly visible. My playing with CSS changes has not produced the desired result.

    How can I do that?
