Is it possible to add a menu to the header?

My goal is to have the site title line up exactly with the menu, as it does in this site:

http://www.soundgardenworld.com

Could I adjust the spacing somehow of the top or primary bars to make that happen?

Tempera is the first theme I have ever used and my first use of wordpress. Thanks very much!
