Themes also cannot change your widgets. They can at most change widget areas which can disable some of your widgets if the count of the areas decreases (but we never did this in Tempera).

Tempera (since 1.0) is responsive, as in it adjust automatically to 100% width when viewed on a screen/windows smaller than the width it is configured at.

Look through your plugin’s settings and see if you can exclude individual files from the “minification” and exclude style-mobile.css.
