I presume you only need to override some of the rules in that file, not the entire file.
You can do that by writing styling more specific than the one already present.If you absolutely must replace the whole file, its initial call can be unhooked and a child theme replacement can be hooked in place.

Normally, the browser should simply download that file for you to your computer.
