body #main { background-color: rgba(255, 255, 255, 0.7); }The last number there is the opacity, which can be adjusted between 0 (fully transparent) and 1 (opaque).

Tempera is not compatible with such compression as it needs its styles to be loaded in a certain order.

However without an actual look in the server logs (you won’t see anything clearly related to this on your site or browser) I could not pinpoint the cause.
Your hosting provider should be able to give you helpful information about it. If they can’t or ask you to pay for support, perhaps you should switch to a different hosting company.

If the settings subsection titles are still not visible after installing the settings plugin (and confirming that it is active in its about page), try with a different browser. If the settings page works in the second browser, clear the cache in your first browser.

You could however create this by using a custom Text widget in the header widget area with a 100% width and height link that points to your desired target.
