If Bravada is limiting the number of Featured Icon Blocks in the Customizer, I’d check whether the section itself has an “Add New” or repeatable item option before editing theme files.
If there’s a hard limit built into the theme, the safest route would be a child theme or a small custom section rather than modifying Bravada directly, since a theme update could overwrite the changes. It sounds like there may be some confusion around what “comment plugin” refers to here. If you mean the standard WordPress comment section, I’d first check whether comments are enabled under Settings → Discussion and also enabled on the individual post/page.
