I have added a menu on the footer but it is all over the place. Is there a way to have the menu in the footer only display main menu items and then when you mouse over the sub-menu items appear below the main item. Like or similar to the primary menu.

The header and footer menus do not support sub-menu items.

You’ll have to define separate menus to use there and make sure they contain top menu items only.
