I’ve got this far “Current active (or parent) theme is: Parabola and you are running WordPress 4.4 or newer. The plugin is active in compatibility mode. Navigate here to configure Parabola.”

The menu-table shows in all it’s glory (as it did before the lock-out) when going to “Parabola Settings” but none of the menus open to offer those options. They are still inaccessible. – Michael

That means you have a javascript issue in the dashboard.

Either try to force refresh your browser while in the settings page (to rule out any caching issues) – you can press Ctrl+F5 several times to do this – or this is caused by a plugin, in which case you need to identify which one it is.
