The tags appear at the bottom of the page, below the author’s bio.

I would like to move them up so they appear right below the By [author] | Date | Category, which is just below the title.

Can you tell me how to do that?

That is how the theme was designed. To change, you’d need to customize the post(s) layout via a child theme.
Depending on the post type, there are several files involved: content.php and content-something.php (except content-frontpage.php)
