Background showing underneath footer

    Not sure if im doing something wrong, but ive set a background image and on pages with information smaller then the browser height there is a black banner with the footer information showing but rather then this black section going to the bottom of the window it shows the remainder of the background image underneath. Not sure if somethings gone wrong or?
