Cryout Column with different resolutions

Hi,

I have a question about Cryout Columns and screen resolution:

is it meant to be animated style which I get when i use my high resolution
or is it meant to be what i see with lower resolution where there is a static style?

There is problems if i design the page for high resolution and some people are using low ..
what to do ?
