Hello,
I am test driving WordPress.org with Tempera (a GREAT theme!) before going online, and I´ve noticed there isn´t a Links widget, or that the Links section isn´t shown on the WP dashboard where it usually is.

Is this meant to be this way, or is this due that for the moment everything is installed locally on a computer?

The Links widget comes by default with WordPress. This is not theme related and if you should find this widget as well as other in the Appearance >> Widgets section.
